What is the best CRM software for a small business?

I run a small business with a limited team and budget, and I’m struggling to find a CRM software that is simple to use, affordable, and meets my client management needs. It’s free—yeah, actual free, not 'here’s a two-week free trial, insert your credit card now” free. The free version comes with a decent set of features like contact management, deal tracking, email templates, and even some reporting tools. For a smaller team and tight budget, it’s hard to argue with free.
