I tried a pile of apps promising they were the best way to sort photos on an iPhone. Most fell into the same two traps. They hid the useful stuff behind a subscription, or they stuffed in so many features I stopped opening them after day three.

If your goal is photo organization, not only cleanup, I’d split apps into 2 types.
First, cleanup apps. Second, album management apps.
I agree with @mikeappsreviewer on one point. Clever Cleaner is one of the better iPhone photo organizer apps if your library is packed with duplicates, similar shots, large videos, and junk screenshots. It saves time up front. For a messy library, that matters more than fancy menus.
Where I disagree a bit, I would not rely on one app for everything. Cleanup and organizing are different jobs.
